X5 Blower fan problems

The fan control is not always responding when I increased the air flow nothing happened and the same for decreasing. I turned off my engine and the interior fan was still on, the Ac turned off but the blower did not. I restarted my X5 and turned off the fan it worked. Not good I'm afraid to drive it for fear the fan will stay on and drain my battery. Is this a a resister problem and if so where is it and how do I change it out?
