Right you are, Jim. Students take English lessons in school. The Japanese Ministry of Education is trying to make it a 2nd language. Most Japanese have very limited English, but have some ability none-the-less (especially the youth). If you notice everything AROUND the building, you will see it's in nihongo (Japanese). :-) Funny shit, though.
