I'm sorry those definations of REFUGEE does not define an individual or a group of people that already "belong" in America whom are simply left temporarily homeless to be refugees because of natural disaster.
Refugee by having "exile" in its very defination defines the refugee, as a person or group of people as being "country less" or "with-out country". [Check the Greek/Latin Roots for the true defination-in grad school they made us do this]
Unless, these Huricane Katrina victims were blown into Mexico from the storm and had no way of getting back home to America (or America was destroyed and they had no place of citizenship) they are not refugees.
I agree with Nick and Red Rocket on this. del dont just sit here and complain that someone said something stupid or disresectful. if u really care do something about it. Donate money to the victims of katrina, i would donate myslef but i dont have money to do so and i dont trust half the charities down there right now. If i could give straight to the victims and thier families i would.
