Thats awsome. My dad runs a couple of mail servers for a few small companys, and we are about to invest a couple of thousand dollars in spam protection. For now we use Spam Assasin, which works pretty well.

It solves nothing, If you manage to get people to agree to even the best law, it's still economically viable to break it as long as you cover your tracks. And since you can't regulate every country you simply put your server where you can't be touched. You either need to crack down on the company benefitting from the spam (which raises all sorts of issues) or move to a method which makes it more expensive for them to send it.
