Go to a shop that sells wheels and ask them for boxes from wheels they mounted on customers' cars. Ship them in 2 pieces- Pair the boxes with packing tape. USPS Parcel Post is usually cheapest, followed by UPS Ground.

Canada Post, as well as UPS charges by the size and wieght of the packages being shipped. So wieght wise ur screwed. I say package each rim in its own seperate box, that way you keep the size issue to a minimum. If u can ship using Canada Post, they should be cheaper but will probably take a little bit longer.
Take two wheels and put them face together with a piece of cardboard inbetween the faces of the rims so they dony get scratched. Then use strong clear (3M) packing tape and go around the wheels a bunch of times.
Repeat for the other two wheels and ship them as two items.
