Still 219 rwhp is not much for an M3. Mine has 229rwhp. An E36 M3 with a 3.2l motor should be 321hp (flywheel), so through the manual gearbox, you should be closer to 255rwhp.
I could always be wrong as the US motors are detuned from the Euro spec's.

yeah, they are. i believe the E36 M3 in the States was only 240bhp. . .

321hp and 333hp = euro motors
us motors both the 3.0 and 3.2l =240bhp or ~198whp
so 219whp is pretty good for a mostly stock motor.
mine was putting out ~236whp with an exaust, cai, m50 manifold and dyno tuning, remember mine is a high compression engine hence the higher numbers.
