I just got an email that someone submitted the form on the "Contact Us" page on the UB homepage. Usually it's someone who can't figure out how to register, or who's inquiring about sponsorship or something. However with this query, I can't figure out which generic response to send back to them.
lol.... if you really want ideas, then I suggest that you simply e-mail that account and explain that the staff at UB has not been trined in the language used in that note. Go on and say that UB will be pleased to entertain any queries that are made in English, which is the only language you can guarantee the staff will be able to understand (unles you are fluent in some other language).

Yea i would say see if you can translate it, but the translation pages will blow for whatever language that is. Looks like it could be one of these: Korean, Chinease, Japanese, or anyother language using characters like that. Do what DRZ said too.
