HELP. '04 330i xenon high beam doesn't work

My passenger side xenon light works, but will not flick up to the high beam. I think I have troubleshooted the problem. It looks as though there is a little cylinder motor with a rod that pops out to set the reflector to the high beams.

Is this correct? I have called several local BMW dealers and nobody seems to know what that part is. It is mounted underneath the xenon bulb housing. My car will not pass inspection because of this.

What should I do???
