Post APNewsBreak: NY lags in new rules for Super PACs

New York state's Board of Elections is considering regulations to make super political action committees more accountable for their often nasty campaign ads that are supposed to be run independent of a candidate's campaign.But good-government groups tell The Associated Press that the state board is eight months behind in approving the regulations.
