Spot lights misting up inside

Howdy,

My spot lights seem to have misted up inside. Is it possible to remove the lenses to clean them, and if so, how do I stop it from happening again.

The cars here in France have a road worthiness test every two years and mine is nearly due, so I don't want to knock the beams out of alignment.

Also, any suggestions on some brighter lamps I could install into the main lights, as they're currently a bit dull. I'm not sure if they're fixed units, but I quite like the lamps that produce a blue colour light.
