Lately i have no idea why but i have just been messing with cops like for example if im gonna making a left on a left turn arrow and there across the way going straight and there behind cars i'll make sure i chrip my tires while turning

Haha, yeah. Without lights you don't have to pull over. For all you know it could be an imposter holding a plastic badge out his window and waving you to the side of the road, trying to get you to stop so he can have his way with you (or steal your car). hah
I don't know which states... but in some, they can't issue you a ticket based on them following you (can't find the right word).
Entrapment? You didnt get a ticket because he was following you, had he given you one you would get it written off in court as entrapment because he was following you for to long.
IE: If a cop follows you for more than 3 miles then pulls you over for 10 different violations after waiting for you to do things wrong that entire time, thats entrapment.
