External HD won't work

Ok, My dad E mail me this morning,Saying that the 60MB external Hard Drive won't work on his laptop.Why is that.?

The laptop is running on , Win XP Home Edition
Pentium 4
256 Memory
Compaq Presario 1500.

Any ideas why it won't work???I can't help him since he's far away.. :D
