When you are all set simply call INS and they will pick him up free of charge.
Yea, the welds don't appear very consistent, for one. But maybe they're purposely unpainted, like bumpers and body kits, so you can have it custom painted to your liking. All the same, I wouldn't do business with anyone who doesn't even bother to clean the engine bay before taking a picture.
looks like he was using a fisher price welding kit - plus I wouldn't trust a unit like that (look at the closest shock mounting point - tell me why he's using only two mounting points)
