i knew u could get the steering wheel in cloth, but not the whole interior. But i do think that u can get an E46 M3 in a cloth interior, or so i was told last time i went to the dealer

Its not cloth, its suede with a sport package and the BMW aluminum trim that they offer.

I think its s acustom job...i see /MM logo on bottom of the steering wheel and carbon fiber inside where there should be wood, but i see no M on the shift knb, and the exterior looks completely stock, not even clear corners...maybe the owner had the suede put in because of black leather in texas heat *points to front plate*

It's a Combination of Alcantar and Black Cloth Interior. It may be that it's a euro import to the states as over here leather is only an option on most BMW's (in fact so is alcantar) - except the 5's and 7's (however the e39 came with cloth as standard - mine had the £800 leather option).
You seem to get a lot of our "Options" as "Standard" over there!
Also it clearly has a ///M steering wheel and the carbon is an option over here on all BMW's but comes as standard on the "Sport", models.
It's definetly not a custom job cos that's exactly what I'd expect a 3series sport to look like inside - or an SE with the ///M steering wheel and carbon, alcantar options.

The //M on the steering wheel and those wheels are specifically for...the Peformance Package.
But, no cold weather package.

Yeah, Performance Package.... ChrisWorrell's 2004 330i has that package and a similar interior, except for leather seats and aluminum trim.

Which would in Europe be, the "SPORTS" Package as mentioned in my previous post and comprises of - sports seats, //m steering wheel, carbon trim, //m suspension and 18's - however all are available as seperate options too!
