Fan always on

I'm having a problem with the engine fan staying on. I tried messing with the A/C controls and restarting the car. I have no CELs, and the car seems to be driving fine.

1999 328i Sport Pkg w/ 70000 mi

the fan is on even with the car off, i had to unplug it in order for it to not drain the battery.... Again!
