That's because he has the best tuning in the nation and balls. Noone else would sacrifice their engien enough to push 25 psi. Do you remember iceman's M3? 600 rwhp and similar torque, and he never pushed it beyond. Unlucky for iceman he got in a car accident and we never got to see what his car would run like with higher boost.
Needless to say the M52 is a great block to wor with for turbochargers, but without ICS's tunign you wont see those numbers on regular m52's.
But lets not forget everyoens top numbers are done on c16. Ulysses's built his car and pushed it at high psi because he knew he would follow up with everythign else. Have you seen all the parts he has ordered? He's looking to completely build the engine. It's nto liek he runs all day at 25 psi + c16. He's got money and he plans to fully build, thats why he took the chance of pushing 25 psi right now. It's probably FAR from reliable in daily driving situations.
