Okay, lets take the sentence apart.
fairly - adv 1: to a moderately sufficient extent or degree
new - Having been made or come into being only a short time ago
tire - A covering for a wheel, usually made of rubber reinforced with cords of nylon, fiberglass, or other material and filled with compressed air.
lets put it together SHAHAB...
covering for my bottle cap wheels, which are made of rubber and reinforced with a material(metal) filled with compressed air that are to a moderately suffcient extent of having been made or come into being only a short time ago
