He won't pass and neither will I in WA. Who cares though, go spend another 150 on some other parts and say you tried to correct the problem and they'll give you a pass.

has your brake sensor come on yet rooz? because after that, you still have 15-20% left... i had mine checked out and the mechanic said i had about 25-30...it would be nice to have new brakes but he said wait for the sensor because its practically pointless beforehand...but whatever, just letting you know what i heard. later
What kinda gains should we expect with headers like those?
from the research i have done it seems as though headers will not yield much gains unless your car is supercharged. the factory headers provide all the flow you need with a n/a motor.

Not sure what you mean, but I changed the pads as son as I bought the cars and put ceramic ones....

i guess im telling you that you dont need new rotors until your brake sensor says so...but you may have thrown it off with your brake pads. im not really sure on that one...
Most of the Top cars here are automatic. And besides, I don't see why i should explain my self to you.... I had my reasons when I purchased my car to go for an auto, don't see why that's bothering you
