yes, you MUST. One way the brake pads and rotors work in conjunction is the pads and rotors get these grooves in them with time and wear and when you press on the brakes, these grooves match up. If you put used brake pads on brand new rotors, the grooves on your pads will not match with your rotors and probably result in a loss of braking ability and possible damage to rotors.

nothing terribly BAD will happen, the grooves wear out after a while, as would be expected...
It's obviously better to do them at the same time, but if you wanna save some money, you arn't going to die exactly. Although, it still isn't wise to save pennies by slacking in your BREAKING SYSTEM... (I did this, new front rotors and hawk HPS pads all around, but I kept my rear rotors which still had life, but were grooved, they just squeaked like a bitch and took a lot of break-in for breaking preformance to plateu.)
If you re-use the pads, check for ANY cracks or severe grooves. If there are any cracks, toss the pad. Grooves wear out, cracks are bad.
Umnitza now provides a mechanic to install all parts ordered right in the box! It's their new "Total customer service program" that will eliminate all the haters and keep incompetents from breaking **** and blaming the vendor! When you are all set simply call INS and they will pick him up free of charge.
