No CEL-literally

So I was throwing a P1061 code B2S2 02 heater circuit. Swapped an 02 sensor from a car not throwing codes and didn't help. Then started doing a starter job so car was out of comission for a while. Anyway did lots of other stuff while car was down, mostly under intake things and decided to replace some instrument cluster bulbs since the odo was not lighting. Got everthing back together and car runnig great. Its not even throwing a code now So took it to emissions test and failed miserably. Said CEL not working and threw 4codes, 3 of 02 sensors and one for evap purge circuit. One was the same code as before and the other 3 may have been there before but I stupidly didn't check for other codes after the first one.
Anyway I didn't notice the CEL doesn't come on with all the other lights when key is initially turned. Took cluster back out and bulb was missing. Hmm, didn't remember touching it but figured no problem, put in a new one thinking problem solved. Nope, still no light. Tried swapping different bulbs, even different sockets but still nothing. All the other lights work fine. Any ideas? Could I have screwed up something in the wiring doing the starter? I've got 30 days to figure everything out. I'm pretty sure the slow 02 sensor response time code I'm getting for 2 of the sensors is just old sensors think I got the evap valve thing worked out but not sure about the light. Any input would be appreciated.

You need a wiring diagram and figure out what those circuits have in common first (if anything) like a ground or a power feed. Start there. The heater circuit is just that, power and ground for the o2 heater, has NOTHING to do with the sensor itself so much as in it only heats it up so it will work faster. If it doesn't heat, the sensor will still read WHEN it heats up from the exhaust, but it will give a slow switch error. You need to fix the wiring in the heater circuit first and see what happens next. Evap is something else, depends on how it runs its self test. Here in AZ if you clear the codes on a car the readiness monitors reset and may not run at all for months because of the extreme heat (has to do w/enabling criteria) CT you may be ok. Evap codes are usually a leak, can be an electrical fault, but a lot of times are a loose/worn out gas cap.
