The Ac compressor will cycle on and off based on pressures in the ac system. If its doing it rapidly whoever "fixed" it actually f'ed it up. BUT I'll need a little more info. Was it converted from R12? What was wrong with it that required it to be fixed in the first place? How was it fixed? When the ac compressor engages it should send a signal to the PCM to raise the idle to compensate for the increased load on the engine, if it dosen't the engine bogs, the computer freaks and turns stuff (like the ac compressor) off until the idle comes back up. If the charge or pressure in the ac system is wrong, like an improper fix or fill, the compressor will cycle rapidly, also freaking out the computer.
