Timing?

Hello. If you were to only run 6-8 psi. would you have to change your timing? if so by how much. Its on a 92 325i (E36).

Also does anybody know anyone who can make a custom chip that can pretty much be factory, but increase rev limit, cut speed govenor and retard the timing for a turbo set up? I will be running a piggy back setup for the air and fuel. I just need to fix the timing. I figured a tuned chip would be the easist way.
