Lights, camera...no action

My front fog lamps got condensation in the front left. these are cheap to replace. No problem.

however when i turn the light switch to the first 'on' position the lowlights (Dimmed lights) turn on. when i turn the light switch to full on position the main headlamps do not switch on. I had to use the fog lamp 'on' button to activate the headlamps. But the headlamps AND the fog lamps switch on. Is the wiring for these two sets of lamps connected?

I've taken a look at the light switch, all contacts good nothing broken. Took a look at the fuse box and the wiring nothing out of the odinary.

I did however remember that when the main bulb (H1) was beginning to fail, the headlamps would fail. New bulbs replaced still got this problem.

What size is the headlamps? I got 3 pairs of H1 bulbs in my car. Is 'upgrading' to xenon bulbs worth it? I know there is a separate thread for 'lightings' but i thought i might mention it here since its related to my wiring and/or switch problems.

How do i check that? Its in the same box with the fuses? what do i look for?

I had a similar problem when I 1st bought my car, and replacing the headlight switch fixed it. You can't just look at that switch and see everything that's supposed to be making contact.
