Roll out?

Met a new pal that drives a 318is with 19' wheels. His car looks sweet!!!

He said the car's acceleration suffers since he changed to the larger wheels and that the speedo reading is not that accurate. the car 'seems' to be going slower.

My question is, is there a formula to calculate how much speed is lost by changing to larger wheels? My car is still using the stock 15' wheels in mint condition. but i am changing them by june 07, i really don't want to upgrade to larger wheels if the acceleration suffers.

meantime, any idea how do i get the interior upholstery cleaned? If it was too much trouble to get it cleaned (its stained right now), how do get it replaced?
