88 325iC check engine light & 1251 fault

Looking for suggestions on troubleshooting 1251 fault code. Check engine light stays on with car running and a stomp test shows 1251. I have checked injector resistance - all at 14.3 ohms and replaced the 7 pin connector under throttlebody. This fault was random until I replaced intake gaskets and is now constant. Any help? Thx!
