Breakdown on 87 325is fuel pump system

The car seems to have 2 fuel pumps, one above the filter and another in the tank. Is the tank pump for support if the outside pump quits working. Had some issues the other day and for the first time ever heard the tank pump working.. Really hot weather, now the tank pump is quiet again?. Info on how the system works would be great
