1984 325e!!! fuel pump problems

i got a 1984 325e a few days ago and it doesnt want to start. and the guy who owned it said that if u spray staring fluid in it just as long as u keep spraying it will run.it will hit once and then die. the guy who owned it before me said that he thought it was the fuel pump in the tank but i pulled it out and everything seemed fine to me. but when i connect the battery i can hear the pump that is outside of the tank running without the igniton on is this normal? it is currnetly getting 28 ft lbs of pressure and it needs to be getting 32. i changed the fuel filter thinking that it might be clogged, since i replaced that it wants to turn over alittle better. if anyone has any ideas on what the problem might be it would be greatly appreciated

Some of those early 3s have two fuel pumps, 1in and 1outside of tank - if the intank one is bad - you'll get the situation you're describing

well i looked at the fuel pressure regulator and i heard a hissing noise when i connect thwe battery so i am thinkin that that might have something to do with it ..a nd that s alot cheaper and easier than replacing the fuel pump
