When you are all set simply call INS and they will pick him up free of charge.
It could be possible. Maaco charges $75 to paint a front bumper I think, and they actually do a pretty good job (surprising for that price). It's possible to find an m5 style bumper for around $325 I'm sure. M3 bumpers are only mid 200's.
