Angry Painting Rubber Bumper Guards

Hey there!
I have a 1984 633 CSi with the rubber bumper end covers whick run alont the side of the car to the fender wells.
I am going to repaint the car and want to color match them to the car. They are original and over 20 years old so they arent in great shape but not torn up either.
What can I use to prep & prime them with to make the paint. I will be using synthetic enamel paint. Will the same things work on the rubber strip running the width of the front and rear bumpers too??
The last time the car was painted we tried cleaning them with denatured alcohol and primed and painted with flex additives, lasted about 6 months and now the paint, primer is completely gone and back to original black finish.
