Would you have preferred BMW give any information needed to make you a key; to a local locksmith that had been background checked and properly insured, rather than wait for BMW to send you one?

No it's not advisable to go for the local locksmith for the key because it is not the proper way. It may take couple of couple of day to make your key after pleasing the complaint.
