Police don't know the difference, and they don't carry a machine that can test it even if (by crazy chance) they suspect it's illegal. You're fine.
And for the adjusting, I'm pretty sure there's a screw on the top-back that you can tighten or loosen to flex the harness, adjusting the beam higher or lower.
