He might have been persuaded. he never gacve his permission to use it in combat. Intelligence reports only suggested that he was stock piling chemical weapons. And Tabun is not musatrd gas, its a differnt chemical agent.

Roosevelt said they would condemm a nation for using it. And if Germany used it
first then they would use it in retailaition.
Find me a case were it was used. Find me an article were it specifically says Germany sued mustard gas in combat.
