All you need to do is re-solder that capacitor. The PCB manufacturer did not use enough solder for the joints and over time, the heat cycling causes the joints to stress, fracture, and loose connection or creat a resisitive effect.
Just re-solder the points after you scrape the enamal off, and if it dosn't work, then replace the cap.
