Yeah, in my city if you hit a pothole and it causes damage, you're supposted to pull over immediately and call a police officer out to write a report. If in his report he declares the cause of your damage was the pothole, the city will reimburse you for the cost of repairs.
Could be different in your city though.
And yes, we get 6% of any purchase made through the banner, which goes to advertising and such.
