Headlights on 840csi

My father has a 840csi with inadequate forward lighting. The car appears to have 4 sets of stock lights; low beams, high beams, fog lights and a fourth set of lights in the bumper area that appear to be disabled. I know my Mercedes has factory lights that were disabled in the US market for "legal" reasons. I was able to convince the MBZ dealer to "turn-on" the option in the MBZ's computer and now I have all the forward lighting the Germans intended me to have. Is this also the case with the 840csi? The halogen bulbs in the "disabled" lights appear to be completely brand new with no indication of burning on the filaments and no discoloration on the glass.

If there is a way to turn on additional lighting, I'd love to make it happen. I'm in the process of converting the 840's low beam projectors to HID to add more down-the-road light.

Anyone got some suggestions, advice or experience?
