Either or actually. You need to get a meter (high impedance digital type) and check the power at the fuel pump. Should be close to source right when you turn the key to on and then go away in a couple of seconds. It will kick back up when you start cranking. If it's not getting voltage you need to check fuses and relays. If it is getting power and not spinning, then the pump is most likely bad. The 3rd option is a clogged/crimped fuel line or backwards fuel filter. Sounds like we might be getting somewhere here.........
