Key on engine off right when you first turn the key you should get close to source or approx 12 volts at the pump. Make sure the meter is on and ready because it will only get power for a few seconds to pressurize the system then turn off. Cranking should re-energize it. If you have power at the pump and no pump action, there's your problem. Good luck
