A relay will be good or bad, there's no middle ground on them. Cheap to replace anyway. What you need to know is, is there power getting to the pump? Use a volt meter and check it, if there is power getting to the pump and it's still a no go, bad pump. Time for a new one. Just make sure there's no popped fuses and there is in fact power making down to the pump before you replace it, no sense in throwing out serviceable parts over a wiring issue.
