I'm in the process of doing an article on headlight restoration and it will be very detailed, but to sum it up, you need to wet sand the lights (start with 600, then go 800, 1000, 2000, 3000, 4000) then polish them with a good polish preferably by machine (hand will take longer)... sealing them with something like Klasse Sealant Glaze will help keep them looking great longer.
Post a photo of the lights if you can.
