- cruise control, throttle cable tightness (seems OK)
- looked for vacuum leaks and, found the MAF boot being cracked in few places, but i used black electric tape and taped it really well, (there was no difference in idle problem before and after the MAF boot fix)
What could cause this?

check your ICV valve or MAF, they ICV may be clogged and dirty and the MAF may need to have the element cleaned.
