Question offset problems?

The wheels and tires that came with my car rub on the inside of the fender whenever someone else is riding with me or with hard shock compression. Then I got snow tires w/wheels that are stock dimensions (205/55/16). I think the offset on the other wheels is too little.

I don't have much to spend on getting new wheels and such, so would going with a lower aspect ratio be enough? The other ones are 235/45/17, IDK what offset they are, but it's just barely rubbing.

If not, would rolling the fenders help? I don't really know what that is, but I know it gives some clearance.
