since I had only one Monitor unset (OBD NOT READY) and everything else was OK I've passed the emission test today

State Arizona Inspection Requirements - Program Elements

Vehicles with excessive unset readiness indictors will be rejected from testing. (Monitors indicate the OBD system’s readiness to be audited. Model Year (MY) 2000 and older may have no more than 2 monitors unset. MY 2001 and newer may have no more than 1 unset monitor.)
