A boost controller can be used in conjunction with a wastegate, to run MORE boost. No boost controller means you'll running whatever boost level the wastegate spring calls for. Installing a boost controller will allow you to run more boost than the wastegate spring (but not less).

A turbo car will either have a blow-off valve (whooosh sound) or a bypass valve (virtually silent whiskkkk).
