The antenna in an E36 is behind the passenger side C-pillar. The antenna amplifier is behind the driver side C-pillar.
I don't know what's wrong with it, but if you want to get to it, follow the headliner removal link in my signature. C-pillars should be fairly easy to get out, if I remember correctly... it's been a while.
