Actually, it depends on why you don't have a title.
If it is, in fact, your car, you can get a "Duplicate Title". The registered owner of the vehicle needs to apply for that, and the VIN would help.
If you are buying the car from someone who does not have the title, good luck. You cannot sell a vehicle without a title. The seller has to apply for the Duplicate Title, assuming that they are the registered owner. If you already bought the vehicle without a title, you are pretty much out of luck. You would be at the mercy of the seller to actually get you the title (because they can legally sell that car again, with the title... and claim that you've stolen it).
That, I think, is the complete answer from someone who works at the DMV. And yes, I've had people yell at me because they bought a car without a title. It's really a fantastic job.
