I actually agree with that. At the age of 13 she doesn't fully understand the responsibilities of raising a child, so she should not be able to make that choice.
However on older "women" I feel they should have the ability to make the choice themselves.
I don't agree with women bringing children into the world by accident. The kid has to be either raised by parents who never really wanted him, by parents who can barely afford to raise a child since he/she wasn't expected, or by foster parents which is never the same. The child is put into that less fortunate situation against their will.
