its your master cylinder, it probably isnt connected to the fork in the tranny, if you take the master cylinder out and push the clutch pedal down, the master cylinder will extend the arm and the clutch pedal will stay to the floor. if you have no brake fluid and no pressur ein your system, the spring in the clutch will bring it back up, but your master cylinder isnt hitting the fork for whatever reason
