I tried the other headlight just in case they were shorted or something, and I got the same thing. Like I said, these were getting plenty of power, and just didn't do anything. what type of headlights? what color wires are you tapping into? if you have power going into the AE's and they dont fire up you pin configuration is off, this happens most often when replacing zkw's or bosch with depo's, the pin out is totally different.
