CLEC stands for Competitive Local Exchange Carrier. AT&T wholesales out services to other "CLEC's" to re-sell their services or they have peering arrangments to share networks.
i know that, SBC/AT&T own almost all of the telephone lines in America. they sell rights to those lines to other companies. i just didn't feel like explaining it, and i've only seen "CLEC" in type a few times...
