Not to insult your intelligence, but first make sure the disc surface is clean.

The disc may have been burned using a file structure that Windows doesn't recognize, possibly a Mac specific standard? Or maybe it was burned using either a weak DVD burner or a low quality DVD-R, in either case the burnt in "pits" aren't reading correctly. Or is your HP writer a DVD+R? Just throwing some things out there, I dunno.
